"State Senate 17th District: This is another very bitter, hotly contested race with two viable candidates seeking an open seat created when Democratic Sen. Connie Williams decided not to run again. State Rep. Daylin Leach, a Democrat, is facing off against Republican Lance Rogers to represent parts of Haverford and Radnor, along with a big chunk of Montgomery County. This one's been a bruising affair, with Rogers consistently attacking Leach's legislative record. Rogers is something of a political outsider, earning a reputation as an independent and a budget hawk as a member of the Lower Merion Commissioners. He wants to bring more transparency to state government, while vowing he will drive his own car and pay for his own gas, while pushing to clean up what he sees as abuse of per diem expenses in Harrisburg. Leach has represented the 149th District since 2002 and has pushed legislation getting state funding for uninsured women in the 40-49 age bracket to pay for preventive health care, as well as a bill introducing hybrid cars to the state fleet. To see just how bitter this debate has proven, you need only stick your toe in the water surrounding the heated rhetoric around a bill by Leach to beef up the state DUI law to include those driving under the influence of illegal drugs. To do so Leach envisioned having the state Health Department set thresholds for blood levels of illegal substances. The Rogers camp used this to accuse Leach of driving to weaken the DUI law and allowing people to drive under the influence. The truth is you can make either argument, but we believe Leach was in fact trying to strengthen the law. We also think he deserves a shot in the state Senate. He gets our endorsement in a close, rugged race."
